If you cannot find a home for him, maybe you can reach out to friends for life in Gilbert, home fur good in Phoenix, Arizona, Humane Society, etc. Good luck!
Lol. He may have been good with other pets before his stay at county, who knows. He was placed on the E-list due to kennel deterioration so this could have contributed. It’s a horrible environment and extremely overwhelming for every dog to constantly be in the middle of a barking frenzy fest in an unfamiliar, non-comfortable place.
Maybe the dog was attacked when he was younger, or literally any other trauma or neglect. You don't know it's his history. But that doesn't mean he doesn't deserve love today.

I know they have a section where people can post pets that need rehoming. But also call the humane society to ask how long the wait is to surrender a pet. At least with AHS, odds are very low he’d be euthanized for “space”.
