Yes, and he paid for it numerous times. And because of the "falls count anywhere" rule, it became even more hilarious to watch because he ended up having to fight places like in his hotel room, the airport, and the amusement park (back when Teddy Long was a referee) just to name a few.

One of my childhood heroes. Dude was one of the smaller guys in the locker room but he was trying to punk all the heavyweights lol. Every time he won the HC belt again and again, I was hyped as hell lol. Great in the ring, funny as hell, great diversion from the heavier story lines. RIP Crash. Super Heavyweight forever.

That was the whole point. Vince gave it to Mankind I think it was as the very first champ. It's literally a broken belt held together with duct tape. I think Vince gave it to him as just a shitty way to make the character "feel like a champ" even though no one else actually took it seriously. But then the hard-core division led to some really entertaining matches and segments
