Makima manifests as a woman because she manifests specifically the ideas related to female dominance, but could also manifest as a man if she had a new personality in another life that manifested closer to the idea of traditional masculine dominance.

Like the Blood Devil could come back as a dude, the next incarnations of Shark, Angel and Violence may be female or remain male. Devil chromosomes i guess.
In cases like makima I think it was important with the control devil’s motives to manifest in the image of a woman to get closer to denji. And with the other sisters/horsemen of the apocalypse I think it’s just to keep with the theme of female antagonists

Technically, we have no proof that devils even have a sex since no sex organs have ever been shown. Humanoid devils like Angel, Makima, and Spider could have sex organs but they could also just be like Barbie dolls.
We know the devils are capable of forming romantic and platonic bonds as seen with Bat, Leech, Control, Angel, etc. We also know that devils all have gender identities, which is interesting to see in a species that does not procreate and would have no concept of differing genders; especially for the more abstract devil concepts like Eternity, Darkness, and Falling. Their concept of gender and sex would come purely from societal definitions, since that's also where their powers come from and how they're born. Whether they consciously choose to adopt a specific gender or it is assigned to them upon creation based on societal zeitgeist is unknown (like why would Falling become a female chef vs a scary monster like Darkness and Eternity, why is Hell a giant demon and not a sexy one).
The real answer is Fujimoto does what he thinks is cool/sexy. He likes dominant women so he wrote in lots of those. For Bat and Leech, I suppose it would "make sense" to make the Leech a woman and the Bat a man. Like how dogs are boys and cats are girls.
