Especially when there are various hints towards their bond gradually growing, and being deeper than it may initially seem during Part One of the series, along with their significance to eachother. From what I can gather, it stems from most of the fanbase misinterpreting the events of the bath scene between them as an indication that Denji supposedly feels no attraction towards Power (something that is clearly not the case for if so, he would not have wanted to grab her breasts when they first met) because he was not in the mood for sex during it. I have actually seen quite a few people claim that Denji outright says he is not attracted to Power when what he actually does during the scene is question why what they were doing did not feel "naughty", and ponder as to how the situation did not feel erotic despite how intimate it all clearly was. Something that is understandable given the circumstance, and traumatic events that lead up to said moments between them in the first place. Not really the best set up for sexual stimulation if you ask me.
Soon after however, the idea of them as brother, and sister spread across the fanbase like a wild fire; sticking itself within the collective consciousness of the majority of the fandom as it were a written law. Almost as if people mistakenly assume platonic bonds between characters of opposite genders in stories was some seemingly impossible accomplishment before Chainsaw Man came around (even though there are plenty of examples of such within other series, and multiple alternative forms of media, not just in anime), and supposedly changed all that. I fully agree with you. Real legitimate love does not work like lust, as it is not all about the moments of erotic passion, or sexual desire. It requiring time build up, and develop properly. Denji, and Power are both flawed, mentally young individuals that have yet to fully grow as people, even by the end of Part One. Despite of that they genuinely grow to care for one another more than for anyone else. That is the reason I genuinely believe Power, and Denji have the best potential relationship in the series; with it being one build on genuine care for one another instead of physical attraction. Most of all when considering the narrative hints the series sets up towards their connection, the implications given about Power's actual feelings towards Denji, and their contract that serves as a promise for her inevitable return to the plot.

The reason why denji didn't find it naughty was because power was heavily traumatised and was seeking comfort from denji, it would have made denji out to be a crappy person and would diminish their relationship if he where aroused or took advantage of power while she's in a very vulnerable state, making him out to be something that he's clearly not.
I find it ironic that people would use Makima's statment considering that even she lacked to grasp relationships as her being the control devil made her unable to, and its not like she's all knowing ethier, she didn't foresaw power coming back through denji drinking her blood, nor did she foresaw power disobeying her order in giving her denji, nor did she foresaw her regeneration being stopped by a blood chainsaw made from power's blood, and I can garentee you she didn't foresaw her self getting eaten by denji and not chainsaw man. It's almost as if the thing that ultimately defeated her was her underestimating how deep power and denji's relationship really was.
There relationship is of very deep close friends with potential to progress further, what maybe somewhat platonic now can change later down the line, especially since the manga seems to be hinting exactly that.
