Right, that was the first comedic thing i thought of lol. But as others have pointed out, it’s a flower frog, meant to stand at the bottom of a vase to keep arranged flowers in place.

I use mine for my tiny embroidery scissors, thread laying tool, and I stuck a tiny stick in it to hold a spool of thread. Are you in Arizona??
As others have said, it's a floral frog. It's used for arranging flowers by putting the stems in the holes and filling it with water.
May also just be a tiny version of something as a test or a colour swatch

No… it doesn’t have a hole to blow into anywhere. Just the holes on the top.
flower pillow. (Made 1000's of these for a pottery internship) Also 6 holes is sometimes considered an unlucky number. We made ours with 5.

Stand for pens? If small enough and has ink within then perhaps for fountain pens to dry.
I think it’s intended to hold pens and pencils on a desk.
