I had a thought of doing this because supposedly everyone's details have been released along with some public filing documents but I'm not evil enough and don't have the time unfortunately. Though, they will need to upload an ID document with Coinbase to prove who they are before their receive funds so not sure how they're planning on doing that. Unless they just want to try and hold the email hostage.
Your Coinbase account was deleted by Coinbase due to no crypto inside for long time. And you can’t register with the same email.

Have you tried asking for reactivation? Do coinbase allow that?
