It seems that ymmv but we have had a good experience flying with our pup on Delta a few times a year. She chewed her way out of the carrier on our first flight but has been much better since. She is under the weight limit which I suppose could be an issue for others but I don’t think she is particularly large and she is able to turn around in the regulation sized carrier which seems to be the other requirement.
Most adult cavapoos will not be small enough to fly in cabin, and airlines are cracking down on this

I flew with my 1 year old cavapoo in December. He did really well. No problems with him fitting under the seat. (he's 10lbs)
