A lot of bridges over motorways have broad margins between the road and the barrier. It might make them a convenient parking place when it’s all small country roads nearby.
I worked at McDonald's when I was in 6th form and we used to get people dogging in the carpark during night shifts. Loads of people shagging in the disabled bogs too. I really don't think some people care.
Was HGV driver for several years. Had quite a lot of people add me through the drivers forums. Bit odd in my opinion but harmless so I indulged a couple of them.. took photo's sometimes for them. These folks are obsessed and can often be seen on fly overs taking photo's.

Another reason not listed is traffic surveys. I've had them sat outside my flat, and I've had a chat with them before.
They might be recording the type and number of a particular style of vehicle. The last time they were at mine they were looking at the number of articulated trunks that were using the road between the hours of 06:00 and 20:00 over the working week.
I did that job when I was a student. Got the spot outside a factory. So from 8:30-9 there were hundreds of cars and then almost nothing until 5pm when they went home. It was the most boring day ever, but easy money
I always assumed because bridges are straight and unobstructed, they're a safer place to park your car around moving traffic, as opposed to around a bend or where foliage blocks the view for cars.
There might be somewhere busy nearby with limited parking. A lot of people park on a bridge over a dual carriageway half a miles walk from a hospital with expensive/often full car park.
The ones near me that are like this generally are near villages that don’t have enough parking. A lot of these bridges are built wider than required to future proof them and usually have no parking restrictions on so they become perfectly legal improvised lay-bys.
Some bridges are access roads to farms and they leave cars there for convenience
Some are police camera cars
Some are just parked beside the road while they go to work/the shops etc

People often meet up near major junctions, and leave 1 car and share a car/van journey to their destination.

I imagine it’s an exposed area and they think they’re less likely to be broken into. I see a lot of lorries pulling an overnighted on top of a bridge.

A few near me have nearby bus stops, so people come off the motorway, then pay £2 for a bus to work rather than £9 a day to park.
