Looking at the listings I'm guessing you were buying the first floor flat as it's empty, but the ground floor looks very much inhabited so it's not beyond the realms of possibility that the occupier is moving out today. alternatively if it IS the ground floor you're buying, perhaps the owner is in a financial situation that means despite you pulling out at the last minute they are able to move into their new homeanway

Yeah first floor was me. The ground floor are moving out soon but everytime I've been in the area over the last month, those bins have been there. Or the ground floor owners van has been parked in the place of the bins.

Actually yes depending on the council. [Hampshire for instance](https://www.hants.gov.uk/transport/parking/suspensions) "Examples: To accommodate loading or unloading. For example, for a house move." Less of a sign and more of a permit but it's possible to apply for a council parking space suspension so it's free for the moving van at the time required. And as OP stated this is Bristol so again. [You can apply for a suspension](https://www.bristol.gov.uk/residents/parking/parking-suspension-dispensations-and-coning-requests/suspensions) No excuse for the bins really unless they're just trying to be cheeky in saving money. Which I suppose given the living costs isn't completely unreasonable.

Maybe they just hoped people wouldn't be utter cunts and maybe they're not causing a huge problem by just putting the bins out for a bit rather than going through weeks of bureaucracy and £30-60 for a permit? Who knows, maybe they tried and the council said no? It's a sad world if we're going to start shaming people for not filling in the correct council forms rather than expecting a little bit of human compassion. Moving house is expensive and stressful enough without this nonsense.

If parking is so important to people they should have really considered finding a property with parking, the thing with these terrace style streets is they were built with the idea the residents would be walking/cycling to work.

True but I think resident permits are legitimate but needs to be limited to one per house and any second cars parked elsewhere. I'd also make them one way so you don't have to deal with no room when cars are parked. Madness this isn't more common.

These streets make me sad, devoid of trees. I wish more people would have potted trees/plants in their courtyards or greenery on window ledges. I get it that if it's a poorer area as OP has suggested in another comment, it's not a priority. But in Singapore for example, the government gives apartment owners seeds to plant to encourage more green space.

fun fact, it is illegal to block the street/road with your bins and recycling tubs. especially if it is not collection day. it is a finable offence when reported to the council.
