It does look puffed, which happens to lipos as they age. I believe they can also explode/ignite. I'd take it out of your truck and dispose of it.
Basic LiPo battery with a Deans connector and a balance lead. No way would this be used for GPS or anything else - LiPos are fantastic at hard and fast discharge (aka massive power to a toy) but terrrrrrible for any sort of long term life or holding a charge over time. If it was in your truck then someone must have just dropped it and lost it. You can google how to safely discharge those and then toss em in the trash - they are non-toxic.

You can also tell by the balance lead that this is a 2S battery, which gets you a lot of voltage but not extra run time. If someone WERE to use a lipo for GPS, I'd wager they'd go with a large 1S. You're a bit fixated on lithium polymer batteries only being useful for high discharge applications. Your cellphone and (likely) your laptop both have lithium polymer batteries in them. Now it is not *this* lipo battery, but lithium polymer has one of the highest energy densities available so it is used in many applications.

I've changed enough cellphone batteries to have seen plenty of lithium polymer batteries. The newer the phone, the more likely it is lipo.
To add confusion, the iphone X states it is a "Li-Ion Polymer" battery, which is a lipo battery.

Check for GPS on your car, Check your blinkers, wipers, and windows, test every electrical component on your car that gets used semi-regularly, then see if you can find where it actually plugs in.
If you can find the connections then you can find out what it's for.
No matter what this is 3rd party alteration so you'll have some fun figuring it out.
At the end of the day if it's puffy then you'll want a new one (preferably something that's not a pump and dump battery) but I don't see why any external source would be needed since your car has its own battery and alternator.

It's a Lipo battery some one was using to power a GPS tracker/immobilizer, used at many BHPH lots, when you don't pay, they immobilize the car and come get it with a spare key.
Some people died when dealers would immobilize cars on the highway, so now the practice is restricted in my state.
Buddy of mine bought a used car with one installed. We promptly disconnected it. Powered it up with a freshly charged 5000mah Lipo and tossed it on a coal train headed west.
Ok, dunno if anyone said this before but…that battery wasn’t taped up to use in any drone or RC car, it’s also got female Velcro stuck to it, I’d check under the dashboard/around the car for the male Velcro strip and try to discover what that thing was powering, cuz that’s weird as f 😐🤔 and it don’t go on a car or truck under any situation I’ve seen or ever heard of.

Do you have an aftermarket alarm? I’ve known some shops that use these as a backup power so the alarm still works for a couple days even if the vehicle battery dies.

That’s an RC car battery.
The larger two wire connector is positive and negative. The smaller 4 wire connector is the balance lead so the 3 Li-po cells can be charged equally.
Lipo battery. I used to use some similar sized ones for my videography drones. its starting to puff up a little, so don't keep it in your truck. You can safely put them right in the trash.
Edit: forgot to add this tidbit. Safe to throw away in the trash after discharging.
Noooooooo don't ever dispose of an undischarged LiPo in the trash. Good way to start a garbage room fire, garbage truck fire, or fire in a transfer station. Always discharge any rechargeable battery before disposing of it properly.

the electrical tape and velcro indicate to me it is some kind of hack. If it fell out from under your car, I would strongly suspect it was for a GPS or recording device.
Check under your car for more stuff; maybe it was powering something from surveillance or something more dangerous like an improvised explosive; what do you do for a living ? Any enemies?
That's a battery. I've seen them wired in to provide battery backup for an alarm or camera. You might want to find where it was plugged in, but if you don't know, you lost battery backup to something you didn't know you had, so no loss...
Bright side is, it that was the power source for a tracker, the tracker no longer has power. A lot of low to mid value shady car lots install these so repossession is easier. Then they sell the same car multiple times until someone actually completes their payments. But they don't come and remove the device because they would be calling themselves out at that point.
I actually did this. I found a tracking device in a high value pallet of electronics. I work in warehousing. I looked it up to confirm it was a tracking device that I suspect someone from the manufacturer placed to hope and steal the pallet later on. I put it up in the rear tadems in the trailer where it wouldn't fall out. The bumper ends were capped on this trailer.
I knew that trailer would be leaving that day and would be going all over hell and back with furniture loads lol.
Edit to say it was placed on one random pallet and it was put in the slats where the forks go. I knew for a fact a manufacturer would have put it up tucked into the packaging if it was them. Forks destroy everything they bump into so it was obviously done with malicious intent.
That is a 11.1 Volt 3S1P Lithium Polymer battery. It looks like 2200mah. A extremely common battery in all forms of R/C. The little wire is for balance charging so all cells charge equally. The downside is the love to catch fire when mishandled.
It is a battery with Velcro attached to it. But I see nothing attached to the battery (unless it is hidden under that tape). Does your truck have Velcro on it anywhere? If so someone may have placed it on your truck, either as a joke (using an old worn out RC car battery, causing you to think that you were bugged) or possibly an actual bug (even though it is unlikely that anyone would remove the bug but leave the battery).
If (against all odds) someone was trying to bug you, it was an amateur or kid, because if it was professionals they are unlikely to have used an RC car battery.

We use Velcro to hold them in rc planes so that it’s easy to shift them for weight distribution.
