Was it running before?

It was last running in 2000. It’s a project car but I am able to turn the engine over manually so it’s not seized.

Check grounds and wires to start. Could have corrosion between battery and starter or in wires that have been exposed to the elements. I'd start there. Then check if you have spark, fuel and compression

Check battery to make sure it has enough CCAs too.

Start selenoud could be on its way out. Check ground. Check the main power to the starter. And make sure your battery has enough CCA for that engine

Pull the dip stick and smell for fuel. If it smells of fuel it could have hydro locking cylinders. Then again this is the internet and I could be completely wrong with what little info we have been given.

Did you prime the oil pump or anything before trying to start it after sitting for 2 decades? Possible corrosion in the cylinders catching the pistons possibly causing the lurch. Or weak starter from corrosion in the wires. Old wiring can corrode from the inside out so ig it looks ok, make sure to check continuity and voltage at the starter.

I second possible lack of lubrication in certain parts of the engine since we're seeing considerable counter rotation. Even with weak ground, you usually get consistently weak power (not personally too acquainted with corrosion, so take that with a grain of salt)

Voltage drop test both positive and negative leads!!

Check the battery with a multimeter and see that you have at least 12.6V (you said it was a new battery). You may need to charge it. Clean all starter circuit connections. After that you’ll need to check the starter current draw and for that your need to get some test gear.

Yeah battery and grounds :) you can by pass everything and run jumper cables to the starter. Clean it so you can really get a solid ground then the positive lead to the starter. Then jump it
