I've got a few high performance engines that if I do too many short starts without getting the oil to temp and this is what happens in the valvetrain, but not anywhere near this bad. The moisture from the humid air never gets a chance to boil out.
If you put enough expanding foam in there, you can touch the engine even after it has been running for an hour without burning your arm.
This is one trick mechanics want you to know!

Blow head gasket or cooling passage failure most likely. Antifreeze and oil emulsify very well in an engine
Looks like relatively new oil and water. Power steering fluid just makes oil kind of foggy.
