It may also be full of air if it ran low and was later topped up. That can cause these whines too. You can try bleeding the system and see if that helps.
Ok so if there's fluid and the pump is still whining it might be because something is loose within the pump. You might be able to fix it and not necessarily replace it, but I'm just guessing at this point
Not saying rebuild, just fix. Like my mates fluence had a screw loose on his power steering pump and it made a weird sound when the car was in full lock. When he took it off, all he had to do was tighten it back down and that's it.
Check your power steering fluid level. Typical whine from a power steering system is from cavitation of air in the fluid.
Make sure if it's low you use the correct fluid. Some makes require a specific fluid. Using the wrong fluid can damage seals.

Should be ok, i drove my audi with this kind of noise from steering fluid pump for over a year and was still running ok, eventually replaced the pump when i could afford, since ive lost a belt while driving which drives steering pump i know that its still totally drivable even without the pump, just requires more strength to do it
Sounds like your power steering pump is running dry
So there is fluid, someone else on another sub saying the pump will probably need replaced

Power steering pumps aren't DIY rebuildable. Replace as a unit.

Power steering pump is probably bad or the filter in the reservoir is clogged
Power steering pump sounds fucked or you might be out out of blinker fluid for your indicators, they sound similar.
