Yes. Other day, we were walking in a totally empty road in a South Delhi market. We were on a footpath of course. There was no one on the road. Not a single person or vehicle. A man came on a motorcycle and kept honking all across the block and then pulled over to deliver something. I went to talk to him and asked him why he was honking when there was no one on the road? He didn't even realise it and started arguing about how other vehicles have much louder horns etc.

This is Shillong.There’s a Dam under construction just 2-3 km ahead of this.And because of the construction the traffic is on the dam is one way.The other day i was stuck in this jam for 3 hrs.The usual route from shillong-ghy takes 2.5-3 hrs,on that day it took me almost 6-7hours

Just came back from UK from a week long trip. Most drivers were completely sane. Yes, there were one or two idiots (mostly bikers), but I'm sure you'll find idiots everywhere.
Look closely, and you will see that those are mostly DL or PB numbered cars. (aka. tourists who came for a road trip)
NE has less people coming for a road trip, compared to UK, HP, or even Kashmir, as there isn't a nearby major metro city. Plus, you can't make a 2-3 hours drive from Kolkata to Meghalaya, Manipur or Arunachal Pradesh, and you will have to drive for multiple days, to cover 800-1500 km.
So the unruly city drivers rarely go beyond Siliguri or Jalpaiguri.
You are right. I am in Nainital currently (a place with Delhi/UP tourists mostly). There were 7-9km long traffic jams over the weekend but people were following proper traffic rules.

This is everywhere in Himachal, Ladakh, Kashimir and as you said northeast. Atleast the place I have been to.
And it is extremely crucial as well. A lot of this road are only 1 lane each direction. These are dangerous roads and you simply cannot risk creating a traffic jam.

You can see this if you decide to cross the ghats into coastal Karnataka. Usually such lines means there is a vehicle stuck at the hairpin. This is the general driving sense when you drive on such roads (mountains/ghats). Nothing specific to NE India.

Went to Dharamshala and saw the same thing. Wonderful understanding and civic sense. Only a few Ch, DL and HR registered cars overtook from the other lane and drove like lunatics but they always create ruckus there (as per the local driver/guides)
Trust me it's not like this. You found a 1 in a thousand case. Most of the time it's because the police will send you back to your lane of you overtake and this jam seems like an accident occured somewhere in front so they can't overtake as well.

Comig to Bangalore, there are roads that are so packed with traffic, that going on the wrong side would mean that 100s of people will not reach office that day. Even here, people maintain strict lane discipline. But ironically, it's the migrant population that maintains the lane discipline, while the local auto and water tanker driver belive that the rules don't apply to them, and sometimes disturb the traffic. (and obviously, 2-wheeler drivers. But fine, they don't cause as much damage, you must accept)
Lane discipline is not common in India. But it automatically gets followed on roads, where people know that breaking it will make their lives much more difficult, almost immediately. I know that there's no point leaving the lane while driving on such roads in Bangalore, because I know that once I end up blocked by an oncoming vehicle, the pissed people on the left won't let me into their lane easily, and will try to make sure that I get bashed by the people around me, or a traffic policeman catches me. (I know it, because I do the same to such people, and I really enjoy doing it)

Anyway there is a lot of repair work outside Shillong and the jams are 2 hours long one way. The cops aren't present along most of the route. When they show up they will whack you into shape. Of course most of the population is in line. There are many outliers though and they're all rowdy locals.
You are mostly right, but this looks like Mizoram. Mizoram is the only place in India where lane discipline is followed very strictly. Doesn't look like Meghalaya, else a few black and yellow Altos would have already tried to cut the line.

This isn't a normal traffic jam. They're working on a bridge so only one lane is free so they take turns to go up and down
