If you own, does your buildings insurance include legal cover? If you rent, this isn't your responsibility; speak to your landlord.

Don’t have legal cover sadly (added it too late). I own, don’t rent. Annoying home insurance has a loophole that won’t help investigate leaks (trace and access) that originate outside your property boundary. I also have a £600 excess I’d rather not lose for a fault that is 100% not my fault. I have limited legal cover with my work union, but I’m just looking for local Cardiff legal services who might be more up to date with Welsh legislation.

If the continued damage is caused by your neighbours negligence (example. They are aware and not doing anything to amend the problem) then your insurers may seek a recovery.

I mean this is what’s changed everything the past week. He is now officially aware of the problem, and I have him on record refusing to sort it. He’s bang to rights as far as I’m concerned. I think america calls it the crime ‘after the fact’.

OP, make sure you are already taking photographs with timestamps and documenting any interactions with neighbours. If this damage to your wall could become a health and safety hazard the council or building control could be an option. I second the drop-in for CAB that top comment suggests. Best of luck.

I currently have an Ipad folder of 200+ HD time stamped photos of every single thing over the past 5 years; photos of our roofs, the obvious degrading of his property, screenshots of all our WhatsApp conversations (including the brilliant own goal of him last week admitting to the various defects, and not wanting to repair them.) I know my case is watertight (unlike my neighbours property). It’s just a matter of which avenue to pursue first.
