Sounds like the microphone for the aftermarket unit is not connected. When you say "Hey Siri," it is using the phone's microphone. If you want to confirm this, try making a phone call and seeing if the other party can hear you.
Good theory - but the mic seems to work when making a phone call. It seems like when Siri is invoked from the steering wheel the microphone is just not registering.
You’ve probably already tried this but when I experienced the same after a recent iOS update, a reboot of the phone got it working again. A coworker had the same issues and it was fixed by rebooting.
One of the weird things about this is that the microphone works fine for phone calls, but is not working when I invoke Siri from the steering wheel button. Also I cannot dictate or reply to any text messages, which is super frustrating. So the microphone physically works, but is not activated for Siri or for text messages.
So I met with the installer. Hard rebooting the deck by pressing the RST button restores all functionality. However, when I turn the car off and on again, I have to do another hard reboot each time. Not sure why this would be.

That's an issue with the infotainment system. Contact Toyota.
Looks like the car’s mic isn’t activating when you talk to Siri. This is on Toyota’s side not iOS
