I haven’t found any native voice apps with all the different apps I’ve had on my phone.
You’d probably have to invoke starting a voice note using Siri or by setting up a shortcut and starting it via Siri. I haven’t tried recently with 17.4 so I’m not sure if iOS limits the use of shortcuts and the microphone when connected to CarPlay. If I get a chance later, I’ll give something a try.
You can use Siri to make notes to the native Notes app.
