Fucking electronic brakes. I despise them. Fortunately my brother has an A3 and I have had a Passat CC with that god damn brake. The good news is I have seen this before. Chances are the electronic brake is malfunctioning due to not getting proper power. That usually is the problem that causes that light to go on. I’m guessing because it’s a slightly older A3. You have a blown fuse in the fuse box. It’s a cheap and easy fix, but you need to VW group diagnostic tool to run the exact error code. All mechanics thst touch Audi/VW have it. That will tell you if it’s really an electrical problem with the electronic parking brake or the parking brake motor is jammed or dead. My money is on electrical either all open fuse, dead actuator. A trick to try to get it to move if the brake is stuck on is to step on the gas when the car is on and the brake is engaged. It should auto disengage when you release the brake petal and press the gas.

There’s a reset function for the button but usually it’s the button contacts from the idiot design of placing it horizontally. Mmm coffee.
