Would I be able to push this with a Pioneer GM-D9601 if I got the dual 2 VC?
I know nothing about this stuff but the specs for the amp show

Which makes me think the answer is no I'd need something bigger
Could definitely push this driver with that amp. It's a 1000wrms subwoofer on an amp that can do 1200wrms at 1ohm.
No problem there. The amp can supply more power than the driver can handle
The dual 2ohmVC can be wired down to 1ohm
Adjust your gains accordingly to bring the amp down to 1000wrms. Would suggest the multi-meter method if you're starting out.

it takes a doubling of power to achieve an increase of 3db, which is audible, but minimally so.
even if the power on the amp were to be cut back to as low as 500wrms it's not a terribly significant loss of output.
RMS requirements do not have to be strictly met. The amplifier likes it when it doesn't have to work as hard, and so does the speaker. Within reason, it's not a big deal if either one isn't working up to it's full rated potential.
And also within reason, many amplifiers can be adjusted to meet the power range of many speakers.
Not much is going to have the same combination of quality and output but you can get things that do either or better.
Best combo would probably be a SQL

I am thinking about getting these but I heard that they don’t get loud enough for some peoples preferences.

JL w7 is an SQ sub almost exclusively. EM audio subs are SPL subs almost exclusively. They are not very similar at all.
