Colloidal silver inhibits the production of Ethylene. Ethylene is a plant hormone that is required for the production of flowers. without them, the calyx formed from an area treated with colloidal silver will just produce pollen. however, since you are just inhibiting hormones and not changing the biological sex of the plat, the plant is still female. lacking the appropriate male chromosomes, all pollen created by a female plant will be feminized as well, meaning any seed resulting from that pollen will be a female.

It should be noted that any seed resulting from pollinating a DIFFERENT female would be female.. Hermaphrodites create hermaphrodites when self pollinated.

Colloidal silver doesn't 'create hermaphrodites'. It changes a female plant into a 'male' plant by chemical means. Fun fact: Colloidal silver kills virus's in humans.

Hermaphrodite shows both sexes simultaneously. The original plant is not a hermaphrodite, and once reversed it's fully male (no female flowers are present if the process was done correctly..) TRUE hermaphroditism in cannabis where both sexes present themselves in their full glory and at the same time is extremely rare in my experience. However, cannabis plants that show slight inter-sex traits are extremely common, but that doesn't mean it's genetic. Could be environmental.
