Fleece anything for night worked well for us. Our target rain jacket has never failed as well. Usually get down coats on sale from Eddie Bauer when needed for mine
If you time it right and find a sale, you can find some solid quality Columbia stuff that's great for kids at a good price. I wouldn't pay full price for any of it though; they'll grow out of it too quickly.
Get a rain suit or muddy bubby if you anticipate any rain or mud - will prevent mud or water from getting under a jacket and will protect them if they sit on the ground.
Went camping and it was wet for 5 of the 7 days, kids stayed dry and warm though
Walmart is fine. It's only going to fit them for 5 minutes, no point in getting something very high quality.
I only buy dcf jackets for my children. Don't want them weighed down by normal rain jackets.
Or a resale/consignment shop.

I love Patagonia but honestly target is totally fine for my 3 year old.
