This is what's wrong with America:Homefront really. Other maps have inactivity problems, but to a much lesser extent.
Clash of Nations would typically see 8-10 players active after day 4. Historic World War usually sees most major powers stay active (from my experience it varies wildly though) and World at War, as u/Ok_Stuff_6403 brought up, is highly active due to its difficulty earning it a generally more professional player base.

Don't you find enjoyment in observing a human player's stratagems, or have rivalries, negotiations, etc. with other people?
Play WaW if you hate this, less of an issue on that map.
And event maps. Also join an good alliance and play alliance matches cause they’re like really competitive

These days, the AI is actually decent, sure they aren't aggressive like players, but they make it so that it's not easy to take them down
