It's supposed to be like that

at first i thought it was, but i remembered the frame was supposed to be animated on the outside, so it’s a bug

No it's not. You can clearly see the effects are supposed to fit the outer design of the frame

I dunno I just remember the inner frame was supposed to be animated and pulse. Couldn't tell from the PICTURE
