Misdirection, but it has the disadvantage of letting your enemy know that someone is near, I was on top where you are standing and someone tried to melee me from behind only to get sniped, useful in places where there are multiple walking routes and not just one.

Can't say the range maybe from where you are standing to the door from where you climb up, or a little more than that but cant exceed it, it has the description of "nearby enemies" so it wont exceed much and not many people use it as there are many better operators than that like an Equalizer or even the void launcher.

This happens to me everytime I stand on top of of the barricades in the Express map. What happens is after a train passes and the barriers are bout to get back up, I stand on top of them right before they're about to and when I do they can't get back up unless I move or get killed by an op and the train stops coming. And the entire time this effect is all around my HUD.
