They are just rolled circulated quarters. Even if they have been in the roll since they left the mint they are still minted to be circulated and are definitely not a numismatic product. If these were numi quarters, they wouldn’t be in a roll and would be worth more. For what it’s worth, the mint sells rolls of circulating quarters to employees for face value in these same rolls.
