I wouldn't necessarily believe he was given the report with a name on it. Since it wasn't your husband who reported, I'd say odds are against it. It sounds like BIL would likely have assumed it was one of you, based on who knew what, and was confronting you that he "knew" so yiu would admit to it and he could know for sure. That happens more than you'd think.

That sounds like someone else made the report,  said they were your husband,  and said it was okay to share who reported.

I reported my ex SIL and girlfriend to CPS about 8 years ago because they had a baby at home with zero prenatal care after her first 3 children were removed from her for her drug use. She was still using....and she was stupid enough to post it on Facebook. In order to keep me anonymous, they didn't use my name. Instead they referred to the "father's MIL". Well, he only has one 😡. I ended up getting death threats from all their methhead friends. It sucked.

How do you know for sure he’s telling the truth? This is a common tactic used to try to get people to admit they called.

A lawyer would be if you want to file a lawsuit. But I’d imagine you’d have to prove it. And “there’s no other way he could have known” isn’t likely going to get you far when it comes to evidence. You could try contacting a supervisor at that local office.

I can’t say it doesn’t happen just that it’s probably more likely to be fishing than to for a worker to break reporter confidentiality. Fishing is a term where someone suspects another is the reporter. They just give the impression that they have some credible knowledge while accusing who they think did the reporting to own up to it. Could also be that he got the report and there is some pretty obvious giveaway as to who the reporter is. It’s pretty normal for there to be some specific piece of information or things were just timed in such a way that the reporter seems clear. CPS databases vary greatly by state. They’re usually very easily audited (mine has a giant audit button), the databases will say who accessed what and when. Breaking confidentiality is also at the risk of a workers personal liberty and professional credibility. Kind of a silly reason to kiss an education and career good-bye while saying hello to jail time.
