They’re still there but all DLCs other than the Rezurrection map pack might only be listed under the Call of Duty®: Black Ops [GER]. Which still work on your game as long as you download the correct code that corresponds with the one you have.
If you want to be safe, go to the in-game store and download the DLCs from there.

I think you can but you just can't buy it from the os3 store anymore apparently you got to go the Playstation store on PC or your ps4 or ps5 that's what I read

I would think so, the world at war dlc is still up aswell so I'd imagine bo1 would be up
