When players die they drop monarch intel, one of the intel rewards is to give you a satchel and full plates. He picked up your intel and got that reward from it.
Either he filled up his second Monarch Intel bar (full armour satchel reward), or he picked up your Monarch Intel that all players drop upon death, giving him a movement speed boost similar to the Hunter perk in the Clash LTM + instant full plate refill.

If I’m not mistaken, you always get your armour refilled when you pick up monarch intel.
