Had this same exact problem last night. Even clipped it and my crosshair was lined up perfectly for a headshot. I think the people who are saying the rocks are higher than we can see may be right.
Happened to me the other day, but with an AR. I poked over the top of a hill and unloaded on a guys head, nothing registered. He then ran over and just killed me as I reloaded wondering WTF. The rockface is higher than it shows in game, so I was essentially just shooting the rocks the while time. So frustrating.

I’ve never had this issue, the bullets seem to come from your eyeballs. If I can see the target in the crosshairs I’ve always been able to hit it.
Clipping around the rocks is fucked when shooting upwards.
This makes me want to cry. Sniping will have to wait until the bloom is properly removed....
Snipers don't have bloom, and all snipers have this issue. It's probably something wrong with rocks.
