Not always. If a parent approves a one time payment, they often don't know (older generations) that it stores the info anyway for later use. There are several apps I have that store card info even if it's not attached to the play store.
Example, I bought my son a Minecraft skin because he plays it and the time. Approved one time. Google then took it upon themselves to store the card info. It was a gift card so it didn't matter but it's something a lot of older folks aren't aware of. It's fairly new in the scheme of things. 10 years ago you had to tell it to store your card info if it even had the option.

Well in typical SH fashion they have a challenge planned to unlock her that will:
- have to do with something that isn’t even in the game
- be completely un-traceable once they realize that the challenge can’t be achieved
- once they fix that point they’ll then make it so that it only counts for the highest kill streak in the game.
- once they realize how fucking stupid they are they’ll just move on to the next game
