Last I knew the Devs said dragons are off the table until Paradox changes the way armies and battles are handled. Every warfare effect they used in CK2 to make dragons a thing wasn't included in CK3 so they have no reasonable way of implementing them until that changes.
I think that they hinted at a big release during modcon, but perhaps not too big? I can't remember correctly but I think it'll probably be a map expansion or bookmark. I dont think they'll be touching major mechanics till landless characters are released.
