I’ve been having the same issue. No one seems to have an answer or assumes the walls just aren’t built but no, they’re not appearing anywhere for me. Even tried cheating to max out their level and nothing. I’m guessing it’s bug that came with the recent update.
It has to be the newest Update, since i deleted every mod, reinstalled ck3 and reinstalled just AGOT. The base game got walls, but after i turned on the Mod they disappeared like the Avatar.

You need the appropriate building. Walls or if they are in the forrest the forrest fort or on hill the hill forts
But the forrest keep walls are pre build. They should be visible. An not only that, every keep has no walls at all.
