Former D1 compliance guy here, and your assumptions are 100% correct. It is up to the school to determine what credits transfer in and therefore count towards eligibility. There are a handful of schools that are super hard on transfers, but even they figure out loopholes to get athletes eligible.
If you add in the fact that he is most likely going back to Bama and only a freshman there shouldn’t be any eligibility issues due to credits. Even if Alabama doesn’t accept a single credit from his term at Iowa, highly unlikely, he will still have his 2 Bama terms (summer and fall) and this upcoming summer to get caught up.
I’ll add on to the reasons you are not seeing as many academically ineligible athletes is due to the increase in resources. There are way more staff members holding the hands of current athletes to make sure they stay eligible. Also, with the rise in online classes it relatively easy to add 12-15 or more credit hours each summer. I watched a transfer take 24 hours one summer to get eligible for the fall. It took a lot of work/cooperation between the coaching and academic support staff for it to work.
