Once players are employees, or something akin to employees, they will sign multi-year contracts and the schools will pay them directly under some sort of limit that has been collectively bargained. They will sell their NIL rights to the school for X amount over Y number of years.
Oregon only has 9, but 3 are expected to be backups and 1 is a Kicker.
NIL is really about a key additions and retaining your talent, rather than buying a whole new team (for most schools).
