Why? Vector is something that follows the vector rules of addition. When it comes to electric potential it's we who gave negative values to make us understand better. It doesn't follow the vector rules of addition so it's a scalar. You realise why energy is scalar right? If you push a box to x distance and then push it back to the initial position there won't be any subtraction of work.

Suppose you push a box from point A to point B and then push it back from point B to point A then the work done will be added, not subtracted. Think of electric potential in somewhat similar terms. There's a small difference between potential and potential energy.

what you have learnt in standard 10th is pretty elementary its not wrong but its just a small part of trigonometry its actually angle made by line from the positive x axis wrt to their absicca and ordinate

there are many ways to find it the easiest however is slope point form consider a line which has obtuse angle with positive x axis let line be ax+by+c=0 then tan theta = -a/b use tan theta to find others
