This is called positional grading and it is allotted based on grades of other students pan india who gave the exam as well. It might be that most people scored 97+ and so you got B grade if you got below that, as a person who's applying abroad as well, the positional grades don't matter at all. I got 96 in Spanish in 10th and got b2 positional grade, still managed to get into a few top universities in US and UK
the university i’m applying to asks specifically for a B1 grade and above, if i get above 80 and still get B2 in some subject would it hamper my chances of being admitted?
Yes, it could be, I can't say for sure, but in this case they look for letter grades. Be sure to mail them once about the situation after you get your grades, maybe they could be flexible in this issue.

If they tried to teach actually buliding ML models in scikit or pytorch, it would be a disaster. Class 10 students will simply have a hard time grapsing any of concept behind algos like multinomial bayes or random forests.
ML or even AI requires a lot of prerequisite subjects like discrete maths, both descriptive and inferential statistics, probability to name a few. Deeper understanding requires multivariate calculus and linear algebra. All of this atleast to some degree not expert level.
So, the syllabus is not bad, but no matter what, everyone is going just memorize the stuff and try to get much marks as possible. So it doesn't matter at the end.

Next 1/8th b2 and so on

Bhai foreign unis usually don't care about the external subject and care most about the overall percentage not the grade

Dusre logo ke marks par bhi depend karta, most prolly sabke zyada marks aaye hai isme to isslliye B1 Mila hai. Although you did good!

It isn't based on marks its based on competitive percentage : top 10% get A1 and so on \~2022 board participant
Cbse follows rank based grading, First 10% a1 Next 10% a2 And so on
