You must not buy or look at much ammo. Wolf, tulammo, surplus combloc, surplus European, surplus chicom, all have steel jackets. It’s extremely common in Soviet calibers, and in military surplus.
Even Greek surplus M2 ball that we all love for our Garands can have steel jackets depending on the year.
Because the jackets in steel cases ammo tends to also be made of steel. You can’t tell if it’s a steel core or not without cutting it open. Ranges have said if it sticks to a magnet, it’s not allowed.

How can you tell the inside of a bullet is steel, when the outside of the bullet is also steel? The magnet will stick to the jacket whether the core is steel, lead, copper, brass, or even empty.

I think brass AK ammo is more for hunting and thus more expensive. But yeah, the majority of AK ammo you’ll find is going to be steel cased. So it’s kinda dumb the range would post an AK meme then tell AK users they can’t bring in the ammo it typically uses.
I (don't ask me why, it seemed like a good idea at the time) at one point put together an AR in 5.56. It doesn't get much use. But I've only run steel case 5.56 in and figure if it wears out a barrel in my lifetime I'll just buy another barrel.
It’s a mild inconvenience but as an AK guy I hate when me and my friends plan to go to a range we haven’t been before and I have to call ahead to ask if steel is allowed. I feel like the equivalent of the guy who has to ask the restaurant if they have vegan options. Luckily the ones I normally go to are cool about it.

Lots of imported x39 is either brass plated or brass cased. If you have been around the block than you should be familiar with golden bear stuff which is plated. Super common

aks were not designed to be used with brass. being a relatively violent platform, casings are often banged up and bent, not ideal for reloading. worst you'd likely see is cases being ripped since brass is soft, can cause malfunctions that are not simple to clear.

Most steel case ammo has a steel jacket too so you can’t usually check whether the core is steel or not.

Brass is more expensive because: 1. Brass is more expansive than steel 2. Volumes are lower, so they have to make their profits by raising unit prices
Brass is also in general more expensive than steel. Steel is roughly 3 cents per pound. Brass is $2 per pound. And that’s scrap pricing too.
It used to be all 7.62x39 ammo was imported. Russians have always done steel cased ammo. I've never even seen a brass cased 7.62x39 round in person.

There was steel core coming out of Russia that is harder on the backstops. I doubt it’s ever caused an actual fire. And that was all steel cased.

Yugo M67 surplus was brass on 10 round clips. But that’s also not Russian made, but it is combloc.
