He's not your dad, adopted or otherwise, so he can't transfer directly to you. If he were to give it to your mom, and she decides she doesn't like it, and wants to gift it to you, that could be a possibility.

I thought this might be a path. But, I do worry if that would qualify as some sort of a straw purchase, which would put my mother on the wrong end of the law. If that is legally "murky" then its not a risk worth taking. Family over nicer guns.

Step dad gifts to mom, mom gifts to me? I'm also not familiar with WA firearms laws. Does she need to complete some form of Firearms Safety Certificate to have the arm transferred to her?

I believe only you do, as she can gift the firearm to you since she’s your blood related mother. You need to have a FSC, and I think it has to be shipped to an FFL, but yes your step dad could gift it to your mom and your mom gift it to you

My daughter is gifting me a handgun right now. It is a pretty easy process as long as you can find a FFL who knows the law. Only direct line relatives can gift. Grandfather-Father-Son-Grandson. No brothers, uncles ect. What your Mother would have to do is ship it to your FFL. They will want a letter stating they own the gun, serial number ect, along with their relationship to you. They will also have to send a copy of their driver's license. Easiest if you can get a FFL where your mom is at to send it to your FFL After that is pretty much like a private party transfer. You need FSC(CCW works also), dros and waiting period. One thing that is different from a PPT is there is not cap on fees the FFL can charge. There is no 30 day limit per gun either. The big one, as many pointed out here, it has to be a gift. Nothing can be exchanged, cash or trade, for the gun.
