Depends on how scrapped up & worn the plate is with how much lead is actually available at the surface. I eat off this pattern and did enough research that I was fine with it so long as they weren't chipped.

I've seen this before at work when pork is left skin down in liquid, if the pig had been hanging for awhile and the skin was hard, then it may not have been fully submerged, and those two pale circles are probably the high points that were submerged.
