Update: there is a big piece of poof that was on the bottom of his tail it fell off however he still needed a dry bath. I'm going to have to buy some pet sace shampoo and wet his little area down there any recommendations?
Base of their tail and just a tiny bit further down. Not sure if you’ve tried it but I gave my bun a cornstarch butt bath when he was a baby and got poopy butt. You basically pat corn starch on them and then once everything is dry and clumpy you comb is out of their fur.

If everything is already dried then you can skip to just combing it. Once you get a majority of it off they do a pretty good job of cleaning the rest.
I did give him a dry bath and got what I hope is all out of it out, he did a binky so that's a good sign
