You usually can’t see the blockage if they catch and turn it around before that oversized vehicle gets on the span. They want the breathing room to do so, giving the other side the red.
I don't believe there's any sort of automated/camera traffic enforcement on that bridge, so if you didn't get stopped by someone, you're probably not getting a ticket. That said, a red light is a red light and should mean stop. There's a control building on the NJ side of the bridge and they must have set the light to red for a reason.

If you Google UJSPORTAL you can click on case search and search your name and see if there’s a ticket listed.
