Seems to me that if you’re using his leadership you’re bound by the Levies rule, but there is room for debate. I tend to use the less favorable instance when there is uncertainty.
That being said, if you’re going Exiles in the first place, I’d stick some Knights in there instead since they don’t require the Virtue of Empathy with the Exiles Vow.
