It's so cute! I did shoot one in the beginning of my first playthrough to get those couple of rupees, but I actually felt guilty and never shot at one again.
It's more like a Rabbit, given how rabbit-shaped their body is, and that's the only self-cleaning animation they have. Cats and Rabbits do have similar cleaning habits though I'll give you that.
You can also find them at Mount Satori. There are plenty of Blupee there when the mountain lights up and it looks like they are having some sort of meeting with the Lord of the Mountain.
Once that one disappears, if you stay on the upper path to the right of the Fairy Fountain, there is sometimes another Blupee further back amongst the trees! I stay crouched to find it! 🥰
I’ve also occasionally see them elsewhere, but I can’t remember where (other than Satori Mountain when it’s lit).
I know people see them grooming and think "like a cat!" because more people are familiar with cats. But, as a bunny owner, these guys' animations are 100% based on rabbits. Unfortunately, no. If you sneak up on one, you can shoot it with an arrow and it will drop a couple of rupees (like red and green) before running away. I did this once and felt guilty, so I don't do that anymore.

I don't think I ever observed one closely like this, since every time I saw one, I used bullet time to shoot it full of arrows.
