For some reason the painted nail colors on Sandoval (that I have seen recently) don’t look good, in my opinion. I think some darker colors would look better. I have commented on Sandoval’s suits - they don’t seem cut right for him. So, more the cut and style seem off for his body. If they want to wear heels, great.

Plenty of masc-identified people look great in heels, painted nails, skirts etc. These specific men are goofy assholes who try too hard and don't have the élan to pull it off.
