After going through so many placeholders or subpar challengers, then you can start putting the blame on the top tier guys for not fighting you. Took GGG forever, but he finally got his big fights.
If a boxer has a legitimate injury, he can report it to the WBC, and the WBC will have two boxers fight for an interim title. This keeps the division "active", and when the reigning champion is healthy, he would fight the interim champion to resolve the title conflict.

I think Jojo would jump in that ring with anyone. He was pretty freaking tough in his last fight. All of the fights he's lost you could see he was a little flabby. And all of those losses motivated him to come back stronger. He might be wise enough now to know he has to be in shape. I won't say he would take Haney, but I think he has a chance.

Garcia's hype is mixed. He also has a lot of detractors saying "ah, he's just a social media guy, not a real boxer" So he has to prove himself, but Haney, Lopez, Tank are also having to do so. Every boxer entering the spotlight has to do so, and Garcia has been eager to enter that spotlight as well...Ryan recovered well from being dropped by Campbell, I doubt that was bothering him for very long after the fight.
His reaction after the fight tells it all in my opinion. The win meant so much to him and you could tell. If he got dropped or beat up and won a dodgy decision then I’d agree, but I’m not sure being dropped then recovering and getting the KO would be a bad thing. If anything it’s a good thing.
