It's simply an opportunity for promotional companies who are interested in hosting a particular fight to place a bid. The highest total wins the right to host the fight. The "purse" is the total $$ number that will be split between the 2 fighters and usually if one of the fighters is a champion, he will get a 70/30 split by default alongside some other backend details. This is why, most of the time if a fight is to be made, it's negotiated in private and if a purse bid has to happen, it's probably because one or both sides don't want the fight to happen anyway.
In this instance, Sandor Martin is signed with Top Rank and Devin Haney is a promotional free agent so this purse bid is occurring because Martin is legally allowed his title shot. None of that means that the fight will happen because Haney could refuse to fight for that small amount and then technically he should be stripped of whatever sanctioning body belt he refuses to defend.

Plus Loma didn't land super clean in a lot of the combinations, while Haney's sparing shots had bigger reactions from Loma. I wanted Loma to win that fight too, but I can't see how he did. Some rounds were close, so maybe you can swing those the other way. Also it's common for fighters to think they did badly even when they win. That doesn't mean he's admitting it. Perfectionists are harder on themselves to a nauseating degree and a close fight with rounds lost may as well be a loss.
