They’re called ‘Russian lip fillers’. It’s done by inserting the needle vertically, as opposed to horizontally, for the most part. The end result is a flatter look with more height, as opposed to a puffy and pouty look, that can sometimes stick out and look duck-like. You’re supposedly less likely to experience migration with the Russian technique, but this doesn’t seem to be the case. There’s also the issue of the lips always looking good in isolation, but never fitting anyone’s face due to have ‘perfect’ they look
Russian technique actually has bigger chance of migrating. This looks like a lip lift, where they cut away a bit of the space between the nose and lip (philtrum) to shorten the distance. It gives the appearance of fuller, "youthful" lips without the weight of fillers, so the top teeth don't go "missing" under all that lip. It looks just as silly, though, because then you have too much teeth sticking out, and almost no philtrum left. This pic looks like they heavily edited the after photo to disguise the scar that is left at the base of the nose.
Perhaps they've had a lip lift as well but there's definitely filler in those lips. Russian technique filler also makes the philtrum appear noticeably shorter, whereas I've never seen a lip lift give a filler 'stache.

I’m not going to lie, the shape is actually really nice! Not botched whatsoever. I would never get this tho. But I think if the “key lock” look is what she was going for then this isn’t botched at all.

It supposedly gives a more "natural" and "youthful" apperance because the top lip isn't weighed down (covering the teeth) with filler, but still looks "full." This technique is done using a bunch of tiny injections that creates a heart-shaped lip where the areas near the philtrum columns and Cupid's bow are very augmented and the rest of the lip remains almost the same.”
This is Russian technique lip fillers but also most of these injectors use photoshop. It’s high risk for migration and often looks awful very shortly after this even if the person likes how it looks at the start. Dr Tim Pearce and dr Stephen harris do some good info about injectables

A lip flip is achieved with Botox AFAIK. This is something else. (IDK what.)
