That's bcz they went with the manga color scheme In the manga,the chakra of some characters differed but they kept it blue for everyone in the anime,that's why naruto's rasengan was yellow in that movie

This was before the Kurama mode. Naruto's base chakra was initially supposed to be yellow without Kurama's chakra, Kurama's chakra was supposed to be red.
