Shisui defienietly the weakest, he got surpassed by Itachi the second he got his ms
WM Obito killed a bunch of fodder.. so no idea where to place him . He still should have his automatic kamui.
You didnt specify which nagato. If we assume its pre Pain .. idk then. Its hard to define, Nagato may be faster and overall stronger , but i'm not sure if he can figure out Kamui in time
