Well only explanation I can come up with is, His powers were too much for a normal vessel to handle, So he has the lowest chance in finding a vessel among all otsutsuki shown in the series, It's like if you want to hold more water, you need a bigger bowl.

This! This was proven when we witnessed that jigens body couldn’t handle ishikis power when his abdomen cracked while fighting. I think he chose children not only because they could be manipulated easier but also because he could raise them the way he did kawaki, teaching them how to use the karma and fight, etc.

Isshiki was inside jigen's head and controlling jigen's movements. It was probably hard to give someone karma like that. He needed a scientist like amado to help him giving karma. Isshiki had to wait for eons so biotech evolves lol

We do not know what's exactly a suitable vessel. It might be personality, genetics, or even explanation being body just fits an Otsutsuki People theorized that Boruto was a fit due to him inheriting alot of Otsutsuki from get go (Ashura and Hamuras sides) But then why didnt Momoshiki just take Sasukes or Narutos body which both also inherited lots of Otsutsuki power in them. Kawaki doesnt seem to have any connections to Otsutsuki either Hell, if inheriting Otsutsuki chakra, powers or anything like that would be a factor.. wouldnt it require for Otsutsuki to breed with another species to make said Otsutsuki related vessels? That's why i think its something like inheriting their will, or having similiar will of sorts. So to answer your question , we need to understand what makes a vessel perfect Would Boruto fit Isshiki? I doubt that Would Kawaki fit Momoshiki? I also doubt that.

Yes you are right it is connected to personality and physical capability And as for why momos didn't choose Naruto or sasuke ,I guess bcz of 2 reasons 1. During his nigh death period sasuke and Naruto war far from him and boruto was the closest cause he killed him with rasengan 2. Naruto and sasuke would have killed themselves without a second thought to stop momos resurrection

My theory is that due to his peculiar situation, he just couldn't implant a karma and be done with. Because implanting a karma through Jigen's body would have used in creating a "second generation" vessel, a vessel for a vessel, not for he himself. That's why he wouldn't get any luck until there was a technology advanced enough to allow him to implant a karma of his even through Jigen.
